As part of the Kyiv Smart City programme, VM Construction stood up a city-owned telecom operator and put 4,000 municipal staff onto a modern converged phone system.
Within the Kyiv Smart City project, our company delivered the first phase of a municipal converged telephony system.
What set this one apart was the client's ambition: to run its own public telecommunications operator and build a modern corporate phone system on top of it. To make that possible, our engineers installed, configured and commissioned an Iskratel SI3000 telecommunications station in the Kyiv data center.
We then established a physical and logical interconnect with the Ukrtelecom network, secured the numbering resource and the operator licence, and by 2017 had 4,000 staff across KCSA divisions working on modern IP telephony and new services.
The architecture was built to scale across every KCSA unit, with SKP Kyivteleservis set to add direct interconnects to mobile operators and expand capacity on the Ukrtelecom (PJSC) network.
The payoff: better service for the city's residents and visitors, tighter control over telephony costs, and a clear view for city authorities into the quality of communication between KCSA staff and the public.
